then, shortly after, the same aircraft (and well before reaching 4,000) was issued:

The aircraft appeared to continue with first command (didn’t stop descending and no change in speed) even though the most recent ATC clearance should override old clearances. The aircraft should have stoped descending (there should be a slight delay since the aircraft would be transitioning from descending to level) and then reduced their speed.
