Description
Allow configuration for the minimum duration of commercials (I believe the current hard-coded value is 10 seconds).

Use Case
This would allow the user to define their own minimum acceptable duration. In my case, I have a number of station ID clips that clock in around 5 seconds that never get scheduled. This feature would allow me to define a new minimum duration which would result in more commercials getting scheduled airtime.
