Create a Template repository for Terraform Configurations

As an Engineer,
I want a Template repository for Terraform Configurations,
So that I can quickly create new Terraform Configurations and easily manage their lifecycle.

Notes

There will be many Terraform Configurations as part of the n3t.uk Organisation, and as such there needs to be an efficient way to create and manage them over their whole lifecycle. I have experience with CookieCutter previously, but looking at the alternatives available in this space and then, once decided, create a repository with a basic Terraform Configuration layout.

Acceptance Criteria

• Implement Taskfile for development
• Set up pre-commit configuration
• GitHub Actions for Continuous Integration.
• GitHub Action for porting template changes.
