The README file starts with the following sentences:

The site is based on the Bootstrap framework, and the content structure is designed to be simple, informative, intuitive and fast -- just like NATS!
Please keep these principles in mind as you modify existing content or design new content for the nats.io site.

For more information on Bootstrap's themes, conventions, and content support (HTML/CSS/JS), please visit the Bootstrap website.

I don't know if the site ever used Bootstrap, but 15 months ago a switch was made to bulma. (Are you wanting to switch back to Bootstrap? 😄 )

I'm not sure how helpful it is to mention the underlying CSS framework. It would be more useful to state, from the outset, that the site generator is Hugo.

The README hasn't been updated since Luc did the redesign those many months ago as we are just now putting those changes into prod. No - I don't want to go back to Bootstrap :)
