act fails to pull image on wsl

I am trying to run a github workflow that uses powershell (pwsh). It is my understanding that the medium image does not contain this tool. I am trying to run the job with an explicit image like so:

act -j linux-clang -P ubuntu-latest=catthehacker/ubuntu:full-latest

but I get a bunch of errors that I can't quite comprehend:

The tool then hangs indefinitely. Any idea how to troubleshoot this?
