Support arm64

Feature Overview

I am unable to run the nginx agent on Rancher on Mac with arm64 architecture.

It would be nice if that was possible. The list of what is supported is here: https://docs.nginx.com/nginx-agent/technical-specifications/

My team is developing a developer platform in the cloud, and to enable local development, we use Rancher Desktop locally on our developer machines, which are arm64.

When enabling the agent on arm64, we get the following in the log, and are unable to get the agent to work:

2025/03/04 11:24:01 [emerg] 38#38: io_setup() failed (38: Function not implemented)

Unfortunalety, the error messages from Nginx are not very good, so it is not directly evident that this is from the agent, although they only appear when we enable the agent.
