Optional Permission to allow Editors to the sync button in Connections

Give the Discord Server Owner / Twitch Streamer the option to choose whether they want to allow Editors to the Connections section (and if they want to only allow Discord, Youtube or both) so the Editors can force sync emotes instead of having to always wait for the owner to do it themselves. It saves time with Editors trying to manually force a sync through adding/removing emotes on the Dashboard.
