Describe the bug.

This pipeline requires a CUDA enabled version of PyTorch installed (#2095).
However this pipeline is also dependent upon the DGL (https://www.dgl.ai/) package, Arm64 is supported bu DGL but there are no pre-built packages for Linux/Arm64 (dmlc/dgl#7860).
