Add support for storing artifact meta objects such as excalidraw drawings

Is your feature request related to a problem? Please describe.
For storing contents such as excalidraw drawings, we'll need a new model to store Artifact Meta objects, that could be associated to a patient/encounter/anything similar to FileUpload model.

Describe the solution you'd like
Create a new model ArtifactsMeta that contains a json field to store the value of the object.

Describe alternatives you've considered

• Excalidraw as a plug
• Support for editing files in file upload
