!startvote $SUBJECT

to start a voting process for x amount of time.
In it's most simple implementation:

• would ping everyone in the chat
• collect !yay, !nay or !abstain (for those who want to make clear their disapproval of the whole process) votes
• report the outcome

In more complicated implementations: could give each voter a random number of votes, could favour votes of church members (or something else) and report results with questionable integrity, could go rogue at random intervals and sow chaos in the foobar.

For what it's worth, a rough implementation of this should exist already via !inquisit. The voting implementation is there it would simply need some tweaks to generalize it to this.
