[Bug]: labs.ooni.io and run.test.ooni.org are indexed by search engines

What happened?

https://run.test.ooni.org/ and https://labs.ooni.io/get-involved/ are getting indexed by search engines.

We should configure run.test.ooni.org to have a robots.txt stating that it should not be indexed.

For labs.ooni.io this should ideally be configured as a 301 (permanent redirect) to ooni.org so we don't loose all the good search engine juice.
