affidavit of expense - when a person requests reimbursement but doesn't have the receipts, example
expense policy, aka reimbursement policy - megan wrote one for us and we need to pass it
other basic financial policies for fledgling organizations

context: this is motivated by this 2024 reimbursement - requested amount $180 but receipts total $150
