NOTE this impacts the dependent importers which use SwiftCSV interfaces that are no longer available (e.g., namedRows).

Coordinate updating SwiftCSV in FINporter with the dependent importer libraries.

Currently uses older fork at https://github.com/openalloc/SwiftCSV

reedes added the enhancement label
