Working installable version of SpinningUp for PyTorch and MacOS

Hi, I've been trying to download and get spinning up to work for a while now, but I couldn't due to some issues with installing mpi4py, Opencv and TensorFlow. (MacOS M2 Pro, 2021).

If you're struggling similarly to get it to work, I cloned this repo, removed the requirements for Tensorflow, and am working through the whole codebase to get it to work for a Python 3.9+ and MacOS arm chip setup.
