Are you asking about the hosted API version of whisper or the open source version of whisper in this repo? For the hosted version you should ask on the discussion boards for the service.

For the open source version, the format is whatever can be digested by ffmpeg. See ffmpeg -formats. No maximum size or duration imposed by whisper has been discussed as far as I am aware.
