Forking i18n-ally

To complete the forking process the following tasks are pending:

• Publish on https://open-vsx.org/
• Change README.md logo
• Change VSCode sidebar logo
• List supported frameworks again

What is the reason for this fork?

We rely on i18n-ally in some projects, but had a little bug inside the Transloco framework support. In October 21 I've sent a pull request about this and since then I never got any feedback. I've asked if I can support the project as a contributor here, but the owners never really got in touch with me.

The project itself has quite some technical dept already (webpack 4, outdated vscode integration, test coverage, dependency lock in) and there is not really an alternative, so I thought it's a good idea to fork the project.
