Description of issue

I was once told that to upgrade a formula without upgrading all the formulae (formulas) it depends on, one should use

brew install <formula>

instead of

brew upgrade <formula>

Is it still the case in modern versions of Homebrew?

In old and modern Homebrew, that is likely to break whatever you're upgrading. Just like on Arch Linux partial upgrading is not supported
