Description of issue

Whenever I run brew uninstall --zap <app> the configuration files are not removed.

The files that should be removed are displayed in the CLI, but after the uninstall is finished, none of the files mentioned have been touched.

I had previously posted this issue here, but it was falsely closed with the issue not being resolved.

Whenever I run brew uninstall --zap <app> the configuration files are not removed.

There is no cask named <app>, if you want help you'll need to come up with examples that people can reproduce.

If you read my comment on the previous post, you would have seen that:

Well considering inkscape had the correct path the whole time and didn't work, nothing will have changed.

And it does in fact still happen with the latest version of the gimp cask.

Are you running brew from the same user that's using the cask?

I'm running brew from the same user as the cask.

To hopefully provide a little bit more insight, when I run brew uninstall --cask --zap gimp; ls -l ~/Library/Preferences/org.gimp.gimp-2.10.plist I get the following output:

It seems another user ran into a similar issue, which seemed to be related to a general CLT-related issue. Can you try manually removing and reinstalling the CLT, as @Bo98 described in the second link above, then see if that fixes your problem like for @karmeye?
