Self-hosted runners are offline

Hello,
Three of my self-hosted runners have been showing as offline in my organization since yesterday. I followed the troubleshooting steps in this documentation: Monitoring & Troubleshooting and ran the following command:

./config.sh --check --url https://github.com/xxxx --pat github_pat_xxxx

The output:

Looks like the underlying error is a timeout on an api call:

For some reason https://pipelines.actions.githubusercontent.com/_apis/health url is not reachable with IPv6 from our runners. Disabling IPv6 to force use IPv4 works as a workaround. Not sure what is the root cause.
