Get private and internal organization repositories with API

I am trying to get a list of all repositories within our organizations. Unfortunately repositories marked as private or internal do not show up in my /orgs/ORG/repos call. They do appear in listings when using gh repo list ORG instead of the REST API. I am using a fine-grained token with what seems to be all the appropriate permissions I can give it. I can't change the owner of the token to the organization like some older answers recommend (not showing as an option). I've tried the most recent solution posted here but it does not seem to solve anything. Our current flow already uses the REST API so continuing to use it would be preferred, especially as I can't seem to understand why they would differ in behavior for this feature.

After further investigation this seems to be an issue with tokens, not the API necessarily. Switching from a fine-grained token to classic token immediately solved the issue. With that token the solution proposed in #24769 works great.
