Show line delta with title tag when hovering over its representation

When looking at a branch diff or pull request, at the top of each file is a short numerical and a graphical representation of the lines changed.

What I am suggesting is that the text that is currently used for screen readers is also applied as a title tag to some of these elements.
I find the SR text more useful. i.e. "7 changes: 2 additions & 5 deletions" is the SR text for the image above.

Any title tags w/ additional information would be appreciated, but since the text is already there for screen readers, I thought that would be a quick win.
