PQ Code Package - TSC meeting time changed

For anyone in OQS who may be interested, the PQCP TSC meetings will now alternate between:

• 1000 Central European Time (from 27 Feb, every 4 weeks after)
• 1700 Central European Time (from 13 Mar, every 4 weeks after)

As agreed at last TSC pq-code-package/tsc#128 to better accommodate a spread of timezones
