[TAC Request] Finalize discussion around appropriate number of TAC seats and TAC election process #14

It has been a long-standing conversation within the OpenSSF about what is the appropriate size of the TAC(1)(3), and the need to publicly document our processes around the election(2)(4) and duties of the TAC. This conversation has inevitably been picked back up during a TAC election cycle, which has impacted our ability to execute and focus on that task during the timelines of the election.

I'd like the GC to start earnest conversations(5) on these topics and determine a solution prior to the next election cycle so everyone has clarity on the process and available positions and swiftly execute. We can leverage our meetings, this issue, or TAC Issue 65 to work through these conversations.

On the 2Nov GC call, the GC approved the proposal to embiggen the TAC and setup staggered 2yr terms. Have created ossf/tac#213 for formal public discussion on 14Nov TAC call.

On 16Nov2023 the GC unanimously approves the standard elections cycle for all elected positions throughout the Foundation and that such a cycle is automatically amended, as new elected positions are created or deleted, on vote of approval from the GC for positions other than the GB Chair. The TAC will be expanded to 9 seats total, 6 being elected by the community for 2year terms, and 3 appointed by the GB for 1 year terms. For 2024, 50% of the elected seats will be for a one year term only so that going forward the TAC will cycle out 50% of members every year. Elections will be held starting late November 2024.
