Rework tags system

As per OSA:

1. Tags should be split into group categories and tags. Each club can only be registered under one category.
2. Tags should be limited to the ones OSA's defined. Clubs should be limited to selecting no more than 4 tags.

OSA-defined group categories: Academic & Pre-Professional, Arts, Community & Public Service, Cultural & International, Greek Life & Honor Societies, Instruction & Competitive, Media & Publications, Peer Education & Support, Political & Advocacy, Religious & Spiritual, Sports & Recreational, Student Governance.

OSA-defined tags: Business, Consulting, Dental, Design, Education, Engineering, Entrepreneurship, FGLI, Global Affairs, Law, LGTBQ+, Medicine, Mentorship, Nursing, Recreation, Social Policy, Sustainability, Technology, Veterinary, Wellness.
