This doesn't seem to work at all. I had to disable font-related services to delete the cache, but even then installing the font and clearing the cache doesn't do anything.

Works for me on Windows 11 - only had to reboot after installing it.

I just deleted Segoe UI Emoji in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Fonts and it works.
(Please Back up the Key first, or else Reverting will become impossible)

Never worked for me again after than one Windows 11 update - and I was never able to restore the original font. For some reason, the emoji keyboard popup works and displays the replaced emoji.

In every other app, emoji display as just white space. I have emoji in Chrome only because I installed a chrome extension that replaces the emoji fonts in the stylesheet.

The file isn't even there anymore, so it's cached somewhere, and the cache is broken. Have tried dozens of fixes from around the web, I think the only thing that would cure this is reinstall Windows. 🙄
