For phetsims/qa#528. I haven't been able to reproduce it, but I will keep trying.

I encountered an odd behavior where the water from the faucet was falling past the wheel generator, but not turning it. Reset all fixed it and I have been unable to reproduce it. I had energy chunks turned on and had previously been using the sun/solar panel combination.

I encountered this on ChromeOS.

Given that the bug isn't reproducible and is fixed by ResetAll, I'm not too worried about it. It sounds like it could have been a graphical fluke. @KatieWoe if you have access to another ChromeOS device, it might be good to spend a little time trying to reproduce. If it doesn't resurface again during testing, I don't think there's really anything we can do.

@phet-steele has the other ChromeOS device, so I'll assign him to take a look. I also altered the QA team on Slack to look out for it.

@jbphet this is not a blocking issue, and can likely be closed since it's not very serious and was only seen once during testing.
