Problem Description
For phetsims/qa#1214
When an electron gets stuck in an excited state a dialog pops up that says "Oops" then explains what happened. Reading this text seems to fall in to Tier 1 to me, but only the heading "Oops" is read out by the screen reader.

I have the same question for the info dialog text in the Schrodinger scenes.

This is covered in #131, where we previously decided to defer description for the content of all dialogs in this sim, including the Transitions (fake) dialog.

@arouinfar Do we want to change our minds on this, or proceed? If we change our minds, it's going to take a significant amount of time, and starting over with the QA process, including another dev test. Also keep in mind that if we decided to address content for the Transitions dialog, we are committing to either addressing phetsims/sun#916 (create non-modal dialog) which is a big common-code project, or doing more work to fake a non-modal dialog in a very sim-specific way, which has been a constant source of problems.
