Consider a meaningful description of the different Electron Energy Level diagrams

In #75 (comment), @kathy-phet suggested some level of description for the energy level diagram.

In #75 (comment) @pixelzoom points out differences between the model representations.

If this content is part of Tier 1 for MotHA, that might be a good place to start for a brief diagram description.

Tagging @DianaTavares , @arouinfar and @Nancy-Salpepi , for comment but leaving issue unassigned. I am willing to help if others would like to draft a description.

Currently we do not have an API in the component to add a static description here.

I've made this priority 5: deferred, and development on MOTHA should proceed with out this piece. This does not block publication.

Over in common code I will make a dev issue to work on possible APIs for this situation and prioritize with @jessegreenberg.
