Using the scope parameter fixed my issue @lijin1234567. For ex: Remove-PnPCustomAction -Identity [customActionGUID] -Scope site |

We have a sharepoint online site, and we use add custom action (Add-PnPCustomAction -ClientSideComponentId command), it's working fine as I can see it from page source
I try to remove the same component using remove custom action command (Remove-PnPCustomAction -Identity), there is no error, and seems like executed successfully, but the custom action still in the page source.
