[BUG] Remove-PnPCustomAction not working

We have a sharepoint online site, and we use add custom action (Add-PnPCustomAction -ClientSideComponentId command), it's working fine as I can see it from page source

I try to remove the same component using remove custom action command (Remove-PnPCustomAction -Identity), there is no error, and seems like executed successfully, but the custom action still in the page source.

I'm having the same issue using PnP.PowerShell 2.12.0 and I'm receiving the following error.
_Remove-PnPCustomAction : Method not found: 'System.Threading.Tasks.ValueTask1<Boolean> System.Collections.Generic.IAsyncEnumerator1.MoveNextAsync()'.
At line:1 char:1

• Remove-PnPCustomAction -Identity "Microsoft Clarity" -Force

•   + CategoryInfo          : InvalidOperation: (:) [Remove-PnPCustomAction], PSInvalidOperationException

I've installed PowerShell 7.x as per a suggestion and now I do not get any error, but the custom action is not getting removed.

Using the scope parameter fixed my issue @lijin1234567. For ex: Remove-PnPCustomAction -Identity [customActionGUID] -Scope site
