Project maintenance and w3f grant program

Thanks again for this great project.

I have modestly contributed to add french language on mnemonic.

I have made a pull request that is critical for my project, to fix a bug using py-substrate-interface concurrently with Qt threads in a pyQT5 GUI application.

I see that the repository has no activity since 4 month, so I was wandering what will be the future of maintenance for this repository.
