Bug: External App Notifications not working

Issue Description

I'm using npwd_qbx_mail, the App is working but the notifications are not showing up, the App is there on the phone and the App itself is working fine but the notifications are not showing up, but when I change the AppId on the notification API to "TWITTER" or any other builtin app the notifications start working.
The issue is with the phone not recognizing the AppId, I have tried this by building a mock app using the npwd_template_app but still the same issue, and yes I added the app name to the phone config file.

Issue Reproduction

1. Installed the recipe for qbx_core
2. Run the server
3. Try the /testemail admin command, no notification will show up
