ESC Docs - Update OIDC docs within ESC

We've had customer feedback that details around how to configure ESC OIDC provider are buried under the Pulumi Cloud section. We still want to keep content there but we also want to add some basic setup instructions within ESC and point them to the Pulumi Cloud docs.

I would advocate we split the OIDC provider docs, move the ESC part entirely to ESC, and keep the deployments part in the deployment section. We should still have an overview in the Pulumi Cloud OIDC section but link to ESC and deployment OIDC section if customer want more details.
