Add burnrate and absent alerting configuration #879

This allows to control whether or not alerts for burn rates and absent of the SLO metrics are generated.
By default they are enabled. Each SLO can be configured to not have those alerts by setting the values to false.

I don't have much experience with operator, but the changes look good to me. :shipit:

Thanks for having a look! 🎉

It was mostly whether you spot something in how we handle the boolean to enable and disable the alerts. Less about the operator itself.
