Report/emergency command, but it's a slash command.

Is this suggestion based on an existing problem? If so, please describe it

If a member uses [p]report and the bot is down or experiencing notable latency, the report command is not deleted quickly or at all. Re-implementing as a slash command eliminates this issue entirely.
