Setup local multi environment test suite

When working on this extension it is a must to run the test suite in multiple versions of perl at the same time.

This task is about adding a VS Code task to spin up these tests in multiple terminals (for both mac and windows - maybe linux using docker)

This task is not feature related as the sole purpose is to improve the development experience when working on this extension. (maybe for other developers to help debug)
