Is your feature request related to a problem? Please describe.

When installing artifacts for airgap on Windows agent, you must manually copy any/all rke2-windows-xxxx-${ARCH}-images.tar.* to c:/var/lib/rancher/rke2/agent/images.
Expanding this feature for Windows airgap installs using install.ps1: #6308

Describe the solution you'd like

As a user, I should be able to run the Windows install script in airgap setup by providing the path to install artifacts as RKE2_ARTIFACTS_PATH, to copy any rke2-windows-xxxx.tar.* file found in that folder.
