IQFeed Watch interfering when not connected #2

Need to use Connected, Disconnecting events in ProviderInterface.h to enable, disable watches.

A Position add is currently setting a watch while IQFeed is disconnected. Watch does not start when IQFeed connects.

Added checks for connectedness, to start/stop watches accordingly. May need to check other calling code to see how it interacts with this change.
