With the removal of several functions in e299549, I think LT_VERSION_C should have been bumped before the release of 0.3.0 as documented in configure.ac.

I'm currently updating iec16022 in Debian and I'm a little reluctant to update it beyond 0.2.7 without further clarification of the SONAME version.
