Translate changes regarding sunsetting Create React App

In the original english documentation, Start a React project is removed and replaced with Creating a React app. This was done in reactjs/react.dev#7495. Since new docs file is slightly different than the original, we need to adapt Serbian translation as well.

Hey @lxmarinkovic, do you think we should translate both Creating a React App & Building a React Framework as a part of this?

Since I see that maintainers are still working and constantly changing new docs, I will leave this open until they finalize changes.

Translate:

• Creating a React App (Translate creating-a-react-app.md #139)
• Build a React app from Scratch
• Setup (Translate setup.md #137)

Remove:

• Start a New React Project

New files are not referenced in #1 because it was created a long ago. I think we should translate these files regardless, because there are mentioned similar terms as in removed Start a New React Project article.
