Document uv support

The Python package manager uv is supported by Renovate. Some additional work is ongoing, but it's rather well supported already.

The official docs on https://docs.renovatebot.com/modules/manager/, however, do not mention this while suggesting the list of package manager there is complete.

My proposal is to update the docs.

Currently it falls under the pep621 manager, which is documented here: https://docs.renovatebot.com/modules/manager/pep621/

I also have some reservations about this approach, and would prefer that managers like uv, pnpm and Yarn are their own "manager", but opinion is split.

How it technically fits with your design is orthogonal to how the features are presented in user documentation.
