Can set meaningful cache-control headers in more cases, for instance stateless legacy redirects may have infinite cache lifetime

Take newly added flash messages into account. For instance, we don't want to cache a page displaying a message. However, it would also make sense to display a message with JS, so setver don't have to generate varying content.
