Improve Nuxt build times #77

Nuxt build times have continued to climb from 6 min to over 10 min. Google Cloud build started timing out on the build process after it reached +10min. This build process has been increased to 15 min for the time being but if it surpasses that mark we should look into ways to reduce the build times of the FE.

As of 8-10-2022 SSR has been disabled on Nuxt. This was because it was causing some odd jank on the page when reloading the site. When updating the build times also add SSR back.
