Multi-region friends Support

The current application only allows for exporting and importing friends within the same game region. This can be frustrating for users who have friends in different regions, as they are unable to easily manage their friend list across regions.

Describe the solution you'd like
I would like the application to have multi-region friends support, where users can export and import friends from different regions. This would allow users to manage their entire friend list from one central location, regardless of which region their friends are in.

Additional context
League of Legends is a popular game with a large global player base. Many players have friends in multiple game regions, and being able to easily manage these friends would greatly improve the user experience. Especially with VALORANT friends.
