clean up https resources (ros-infrastructure#223)

* Switch  self referencing urls to https

* Integrate all css locally so this is self contained instead of hot loading it from another site (the old wiki redirect based urls...)
Also put all css into a subdirectory
* remove unused code and stylesheet
