This should already work if you add a version specifier to the package, e.g. for apt packages:

"packages": ["libgdal-dev=2.2.2+dfsg-1~xenial1"]

apt uses a format like <package>=<version>, while yum/zypper uses <package>-<version>

The system package tests just need to be updated to account for the version specifier.
