[TECH DEBT] Cannot currently create virtual environments on a FIPS enabled platforms

When running the test suite on FIPS enabled platforms, what started out as a potential problem with pip and FIPS, soon turned into a problem with virtual environments and FIPS
We need to figure out the root cause of this problem.
