Evaluate Cirrus-CI for continuous integration #37

Currently, we have travis-ci for linux and appveyor (see #24) for windows support. I just found the promising Cirrus-CI, which supports linux/windows/macos and will make easier to test all the environments at one. It also integrates with GitHub and is free for Open Source projects.

@magicDGS Cirrus-CI sounds interesting. Have you ever used it? And is it free for open source at some scale? Would you be up for setting it up so we can try it out?

I don't have experience, but I found it recently. It says that it is free for open source, I can try to set it up in a test repo (or one of my personal projects) and then try it here to see how to grant permissions...
