As opposed to the current build process which requires the system to already have the correct compilers installed to build the OpenFAST libraries. There could also be significant performance increases if intel compilers are used to create the artifacts.

This was completed with the OWENSOpenFAST_jll.jl package. Note that it isn't registered yet, and when OpenFAST 4.0 is released, we'll attempt to migrate to that and use and updated version of the OpenFAST_jll.jl package, so keep this open
