The python-semantic-release/upload-to-gh-release GitHub Action has apparently been deprecated in favor of python-semantic-release/publish-action. See this job log for details.

When we do this, it may mean that tags are cryptographically signed automatically, in which case we can update the Best Practices Badge App response for [version_tags_signed].
