Create new document translations - create off current language, not base

I'm not sure if this is a bug or a feature request.

We have recently created a new language/region for New Zealand, and most of the content is similar to our Australian translations, but not the same. We would like the ability to create version off a sibling translation, not the base (as the base content is quite different from our Australian, so our content authors have to make a lot more changes!)

Is this possible?
